The name never resolved to an address, so your browser did not get as far as contacting a server. That is usually a DNS or domain problem rather than an outage.
Does it work for any URL?
It works for publicly reachable addresses. Sites that deliberately block automated requests can report a blocked response even while they are up and serving real visitors.
